Yes — Fort De Soto is the only Pinellas County park where dogs are allowed on the beach itself, in a designated off-leash area near the southwest corner of the dog park. Leashes are required entering and exiting, and two separate fenced areas (large and small dogs) with water stations sit near the beach entrance. See our full rules page for details.
Yes — Walter Fuller Dog Park has a separate fenced section for small dogs, as do several of the beach and county parks listed in our Nearby Pinellas County section, like Gulfport and St Pete Beach Dog Park.

Most St. Petersburg city parks are free. A couple of exceptions: Indian Rocks Beach Dog Park requires a $50 permit for non-residents, and Honeymoon Island State Park charges a per-vehicle entrance fee. We note this on each listing where it applies.
St. Pete doesn't have an official city beach where dogs run off-leash. Fort De Soto (a Pinellas County park) is the closest true off-leash beach experience. Spots like Vinoy Park and Lassing Park are long-standing informal bayfront gathering areas, not official dog beaches — always keep dogs leashed there and check current signage.
